Jitter

Variation in latency over time — how inconsistent the delay between data packets is, rather than the delay itself.

Two connections can have the same average latency yet feel very different if one is far more variable than the other. High jitter disrupts the steady, predictable delivery adaptive streaming relies on, which is why a connection with fluctuating response times can produce more stutter than a slightly slower but more consistent one.
